The overall objective of the consultancy is to work with a small team of individually recruited consultants and a conduct a SESA and design a stand-alone ESMF.

- In conjunction with other team members assess and evaluate the potential socio economic impact of current and future REDD+ related policies and intervention activities on forest communities in ER program area;

- Help review the different forest dependent communities and disadvantaged groups (including gender – based risks) accessing forest resources;

- Undertake diagnostic stakeholder meetings with the District, Commune, village, Forest Management Boards (MBs) and State Forest Companies (SFCs) reviewing social and local community participation issues;

§   To work closely with the provincial project officers to ensure that they are aware of the provisions of the Ethnic Minority Development Strategy and the Social and Gender Policies Framework, and that they act according to those provisions when relevant;

§   To liaise with and the provincial participation consultants to ensure that they are aware of the provisions of the Ethnic Minority Development Strategy and the Social and Gender Policies Framework, and that they act according to those provisions when relevant;

§   To assist in preparation of development plans for their ethnic minority communes based on the ethnic minority development strategy prepared by MARD;

Objectives

The World Bank office in Vientiane, Lao PDR plans to hire an international consultant to undertake an assignment to support the collection and synthesis of data and best practices on gender and natural disasters in Laos, Cambodia and Vietnam focusing on floods and droughts.

- The main task of the international consultant is to lead a small team of locally hired consultants in Laos, Cambodia and Vietnam to collect and consolidate local datasets disaggregated by gender on recurrent disasters in each country and collect best practice examples of gender integration from in-country field visits and prepare an overview of the results.

- The consultant is also expected to undertake a stocktaking exercise of best practice examples of gender integration into DRM projects and programs in the region, and based on this, to create guidelines and recommendations for World Bank staff and clients on integrating gender aspects into disaster risk management programs by sector.

It is planned that about 66,000 ha will be planted in 120 communes of 21 districts, of which at least 56,000 ha will be planted by households. Participation in the project will be voluntary and the project, therefore, will be demand-driven.

Ethnic Minority and Resettlement Specialist.

The purposes of the project is to report of Package XH-01: social and gender survey and assessment of Trung Son Hydropower Project Technical Assistance (PHRD grant) for preparation of Vietnam Power Source Development Project: to ensure that all project affected people will have influence in decision making regarding all issues related to their own interest; and to minimize adverse impacts caused by compulsory resettlement; avoid possible social conflicts during the project compulsory resettlement implementation.

The tasks of social assessment:

-Identifying  stakeholders such as ethnic communities, especially women and children or disable groups under the compulsory resettlement implementation;

- Gathering  pertinent social, economic, gender and cultural data such as comprehensive data set of socioeconomic information, tangible and intangible cultural heritages;

- Assessing  all types the impacts of the projects on beneficiary groups including cultural, social, economical, gender as well as environmental ones under the compulsory resettlement implementation;

- Ensuring  that views of such groups are included in project designs, for example, involving ethnic minorities in consultation and participation process; and,

- Preparing cultural-appropriate participation strategies and mitigation measures. It is important that these participation strategies and mitigation measures are acceptable to ethnic minorities under the compulsory resettlement implementation;

- to analyse socio-economic data of ethnic minority societies under tremendous impacts of mass resettlement programs and their human resource to serve for the Human Resource Development Policy of the Ethnic Minorities of Vietnamese government.

- to propose solutions for the development of ethnic minority human resource under tremendous impacts of mass resettlement programs.

Tasks:

- Build and prepare fieldtrip tool kits for gathering of socio-economic and human resource data of ethnic minority societies under tremendous impacts of mass resettlement programs in 8 regions of North East, North West, Northern Central, Central Vietnam, Southern Central, the Central Highlands, Eastern South Vietnam, Western South Vietnam.

- Lead the research team in collecting and analysing of the socio-economic and human resource data of ethnic minority societies under tremendous impacts of mass resettlement programs in the above regions.

Ethnic Minority and Gender Specialist

The project is under the national targeted program for hunger eradication and porverty reduction. Responsible for compliance of project activities as the follows: assist to CPMU in establishment of the whole project’s mass media framework, which should include broadcasting programs for each component, and organize the mass media campaigns in the minorities languages. Works in provinces of Bac Giang, Hoa Binh, Lao Cai, Phu Tho, Son La, and Yen Bai.

Tasks:

i) develop a framework for the ethnic minority project mass media of  broadcasting programs and the others such as guidebooks, flyers, posters ect. based on the 5 principles, 5 requirements and 5 strategic choices mentioned above.

ii) conduct field trips each year to contact with PPMUs, the project district – communal institutions and the grassroots to gather ethnic minority groups’ data and assist in their ethnic minority support activities.

iii) prepare toolkits for the whole project information and communication in the bi-language of the Viet and relevant ethnic minority groups.

iv) assist in recruiting Ethnic Minority Counterparts of Mass Media in the provincial, district and communal levels with priority of the relevant ethnic minority persons such as elders, village chiefs, women representatives.

v)  assist in designing and conducting Project Mass Media campaigns, village level training courses in the project areas in compatibility with the relevant ethnic minority groups’ gender, cultural traditions and languages.

vi) provide villagers with effective information of the Project on Central and Local Radio Broadcasting Programs in relevant ethnic minority languages in accordance with the participatory approach and with their inherent cultural and gender identities.

vii) assist in the coordination of ethnic minority support activities among the relevant components with disseminating information, lessons learnt to the project stakeholders, feedbacks from the grassroots levels; and assist in conducting ethnic minority and gender participatory M&E of the project.

The Development Triangle Area (DT Area), which extends the border areas of Cambodia, Laos and Vietnam (CLV), includes four provinces in the Central Highlands of Vietnam, namely Dak Lak, Dak Nong, Gia Lai and Kon Tum. Since DT Area is one of the poorest regions in Vietnam, the Vietnamese Government is strongly supporting the development of the DT Area. In November 2004, the Prime Ministers of Cambodia, Laos and Vietnam approved the “Socio-Economic Development Master Plan for Cambodia - Laos - Vietnam Development Triangle”. Subsequently, CLV Countries requested Japan to support development of the DT Area based on the Master Plan on the occasion of Japan – CLV Summit in 2004. While Japan has already announced various new ODA projects for the DT Area since the above Summit in 2004, it is necessary to seek clearer development strategy for the DT Area.  

The Project is being implemented in Provinces of Dak Lak, Dak Nong, Gia Lai and Kon Tum for assessement of socio-economic situation of ethnic minority and majority (the Kinh) development. Responsible for compliance of project activities as the follows: assist to gather and analyse data of economy and societies from the 4 above provinces served for Japanese Assistance Policy for the Development Triangle (10 neighboring provinces of Cambudia (Stung Treng, Rattanakiri, Mondulkiri), Laos (Sekong, Attapu, Saravan) and Vietnam (Dak Lak, Dak Nong, Gia Lai and Kon Tum)).

The main purposes of this survey are summarized as the follows: The survey will serve as a basic reference document for Japanese Assistance Policy for the DT Area in Vietnam. The survey will also be utilized to examine the relevance and feasibility of some project proposals for the DT Area in Vietnam.The survey is divided into two sections. The first part of the survey contains activities of collecting and analyzing information on: i) Current socio-economic development stage of the region; ii) Central Government’ policies for the region; iii) Local governments’ capacity; iv) Development potentials and challenges; v) Other donors’ support for the region; vi)  pre-Feasible Study on the proposed projects in the area of training on local government officers, education, and health sectors.

Tasks:

- Prepare questionnaires and interviewing tool kits for gathering of the data concerning to socio-economic data from four provinces of Kon Tum, Gia Lai, Dak Lak and Dak Nong in  the Central Highlands.

- Lead the research team in collecting and analysing of socio-economic data obtained from four provinces of Kon Tum, Gia Lai, Dak Lak and Dak Nong in  the Central Highlands.

- Organize scientific workshops and conferences for consultation to the relevant specialists, and scientists and the local authorities about the socio-economic issues of of Kon Tum, Gia Lai, Dak Lak and Dak Nong.

- Write field trips reports and final report.

The Project is being implemented in Provinces of Dak Lak, Ha Giang, Quang Tri, Thua Thien Hue to examines ethnic minority development in the context of this group’s access to assets, capabilities, and voice. In this setting, the CSA will examine why ethnic minorities continue to experience socio-economic marginality when compared to majority groups such as the Kinh. Through an examination of these issues, the CSA objectives are to provide actionable policy and operational measures for the World Bank and its partners to support social inclusion  for ethnic minorities in Vietnam. Work in Provinces of Dak Lak, Ha Giang, Quang Tri, Thua Thien Hue.

Tasks:

i) Produce an overview on previous work on the uplands development strategies in Vietnam, particularly in minority areas, including of previous work on: regional development policies and their impacts on upland communities; market penetration and access to markets in upland areas, particularly for minorities; key commodities in the uplands and role of minorities in producing market commodities.

ii) conduct anthropological village-level field studies in three region, with a focus on development issues that include social and economic histories of ethnic minorities under study; social changes and economic development changes that have affected these minorities.

iii) Contribute a final post-field report development trends among uplands and minority areas of the issues such as: 1) targeting and quality and quantity of coverage of poverty reduction programs; differences in development policies for minorities in different provinces; role of individual and community participation in development policies of communes, districts and provinces; and  main barriers to future economic development in minority areas visited.

Ensuring compliance of project activities with IPDP and ADB's guidelines on ethnic minority, and gender policy framework focusing particularly on (i) the ethnic minority groups living in the project provinces, ethnic population, their distribution/ geographic location; (iii) their socio-cultural characteristics, and traditional values, best practices and beliefs related to community, land, and natural resources; and (iv) the socioeconomic status of ethnic groups (family size, education, literacy, main livelihood activities of men and women, land ownership and rights to land and natural resources, local resource use, access to different types of rural infrastructure, and other key factors). Preparing action plan to assist ethnic commune with income development. Conducting gender awareness.

Tasks:

i) Complete audit of all provincial proposed annual workplans to check that they are in complaince with ADB's guidelines on ethnic minority, and gender policy framework;

ii) Develop a strategy for improved methods of mainstreaming ethnic minority concerns into Project service delivery activities in complaince with ADB's guidelines on ethnic minority, and resettlement policy framework;

iii) Create and promote use of a simple ethnic minority toolkit to raise awareness with other team members, project partners and local citizens regarding special concerns of ethnic minorities in complaince with ADB's guidelines on ethnic minority, and gender policy framework;

iv) Ensure that PME and BME provide effective information to Project management, ADB and the Government to monitor ethnic minority involvement in all phases of project implementation and ensure representation of ethnic minority groups in any commune and village decision making bodies related to the Project in complaince with ADB's guidelines on ethnic minority, and gender policy framework;

v) Prepare a specific report on these issues for the comprehensive project review at the end of the second year.

iii) Assist and train 3 specialists for the PPMUs to launch project information communication campaigns to improve community knowledge, establish PCWGs and prepare action plans in complaince with the WB's guidelines on ethnic minority, and gender policies framework;
